Over at http://sewerwatch.blogspot.com/ Ron Crawford's posted another chapter in the ongoing Epic Sewer Wars saga, titled, "Coastal Commission Enforcement Case Number V-3-07-034," or "How 20 Property Owners in Los Osos Just Made a $25,000 Donation to the Failed, 2005, "Defeat the Recall" Campaign."

Ah, reminds me of the classic quote: The main concern and industry of bureaucrats is not to rectify their mistakes, but to conceal them.  Simon Leys.  No doubt about it.  We live in . . . Chinatown, Jake.  Chinatown.

Another pointless article by Ron. Ask Julie, Lisa, Chuck, Steve and John why, when the CDP was intact to repair the Mis-Town site they opted NOT to, even though members of the community asked them to. While Ron is delving into the actual story, hold him accountable to make a blow-by-blow conspiracy about why Julie Tacker et al did not understand that the contractors on the project WOULD have been responsible for repairing Mid-Town had the contracts been cancelled in the appropriate manner - which was almost impossible and bungled by Bleskey. Also chase down the rabbit hole, the fact that the recall board cost the community millions and why is this a fact: the bankruptcy. Spending State Funds to start construction was totally appropriate since LOCSD funds had developed the project.

Ron continues to overlook many, many, many other details as if though they never happened. That would be because it isn't China Town, it's a nightmare created by the sheer stupidity of people "involved" in a public process they fundamentally do not understand.

When the spaghetti hits the wall and we see what is cooked and what is unpalatable. My gut tells me, what the obstruction is going to cost LO and my neighbors and friends is disgusting. So much so, we couldn't even afford to allow Julie on LOCAC. She is a disaster without a clue.

Thanks, Anonymous, you've given Ron a few more leads to start working on.

I've repeatedly said, when you start linking these things you can see how action X lead directly to action Y while blocking action Z. Hip bone connected to the thigh bone . . . While the regulatory authorities looked the other way, fell asleep at the switch and then shoved the whole thing off on the taxpayers, with no one held to account. Move along, nothing to see here. It's . . . Chinatown.

Unfortunately in this community, anon is the only safe way to go. If someone speaks out publican about Julie or any of the other usual folks who troll the aisles of public process, they get verbally abused if they show up in public (comments under their breath, outright verbal abuse, public floggings and character assassinations with no basis etc.) so what's the incentive to not be anon? It has nothing to do with the rear window but rather the fact that that board made some horrible choices that have impacted the community. Oh yippee the sewer is moved and yet here is Ron still complaining about Mid-Town, minus the actual process, and Julie complaining about moving a pump station that she complained about 7 years ago and the Taylors complaining about the equipment installation for denitrification and on and on and on. If I recall correctly, and I think I do, the County is the only entity that has historically and would do it again, refund assessments if overpaid or not utilized. Ron's story is stupid. 20 people are not restoring Mid-Town and that is obvious. The County wants to fence and protect it and Linde complains about a fence yet she has also complained about the 4-wheeling on the property so which is it? Fence? No fence? The type of fence? The look of the fence? The functionality of the fence? Linde and Julie and others have complained about erosion and run off and everything else wrong with the Mid-Town site yet THAT board had the chance to FIX it so that erosion etc, could be managed. Now that we are going to get it fixed and more useable for the community, they are out in force complaining again. Annoying? Yes. Delaying a sewer, hope not because at this point, I would rather move than have the community endure the rants. As annoying as it is, it will be curious to see what topic they come up with next or maybe they will get jobs to help them pay their share of the sewer. Oh yeah, Julie and Jeff don't own property anymore, except for the stuff they are trying to sell on craigslist using Jack's name - morons. Maybe it takes one to know one so I guess I am a moron too.

Thanks to the 2 Anons above for illuminating what could and should have been done by the Lisa board who failed us in so many ways.

One point is the bankruptcy, which now continues. The US bankruptcy court's settlement judgement has been appealed by Monterey Mechanical. So sad, I just think of all of the people who had small claims and settled for pennies on the dollar—who were to be paid by what monies were left of the SRF fund. Now, those funds will again be depleted by paying attorneys to defend the CSD. Will they then need to be repaid by other CSD monies? The Lisa board really did a number on those small claims victims, who are STILL waiting to be paid.

My guess is that MM would like all of the CSD's assets - especially the water company - to be compensated for what the Lisa board did to them. So what started with a recall in 2005 continues to the next possible date for settlement sometime in 2013 and if that one doesn't satisfy MM, there is always the next court higher. Who knows how or when this will be over?

By all means Mr. Margetson, brag in front of the Supes how you moved the sewer. Funny how a bean counter who complains over missing pennies can ignore the glaring fact that a $154 million project now costs $189 million because it is now out of town!

Thanks to Ron for continuing to revisit the past so incorrectly. It gives the rest of us the opportunity to shine light the many misconceptions, lies and gross negligence surrounding moving the sewer.

Jimmy Stewart is long dead, but were he alive, he would NOT want his binoculars back. Instead, he would be observing and investigating the sneaky doings of the Lisa board, which even now haven't surfaced.

Uh, think you might want to re-read what Ron posted. It's actually what the Gordo, Stan, Richard Board did to MM and others by jumping the gun and starting (expensive) work BEFORE they had legal clearance to do so from the Coastal Commission. Isn't that what Ron just documented? Violation of the CC's coastal permit & etc?

Like I said, hipbone connected to the legbone. . . . Once you do A, B follows as night follows day. And you can't really blame B for what A did. A absolutely created B. Without A would have had no B.

As for the complaining. IF this project comes in with overall costs vaguely in the ballpark of the Tri-W plan, then the community will have gotten what it wanted: gravity, out of town, cost reasonably similar (any hope of "cheaper," as in "Faster, cheaper, better" was impossible from day one and both sides of the squabble knew it. But two out of three (gravity, out of town), well, ain't bad.

And to remind you all, if the original CSD had done what I kept asking for when the original fake "faster,better,cheaper" Ponds of Avalon were exposed as a lie and what the County finally did, i.e. the Chinese menue to "vote" for in-town, out of town, gravity, STEP, etc., then THIS TRAIN WRECK WOULD NOT HAVE HAPPENED.

Next up for argument, will recharge actually work, will the system itself work with reduced (water saving) wastewater flows, can someone solve the de-watering issue before we start work, will the undeveloped property owners for for an assessment, etc.etc.etc. Plenty to whine about here.

Regarding flows, the engineers know how to take care of that. It's weird, the people in the public process and question so many things really do not understand engineering and/or science. What is the issue around de-watering other than the fear of the great "Un-known". We'll know when we know and it's not the end of the world as these things get through.

Funny thing. The West coast is where the pioneers stopped because they hit the ocean and well, the wagons don't float. I always used to think that the vibe of pioneerism ran deep in the veins of the Western "man" person and yet in this area, the pioneers spirit is almost dead. The worry, hand wringing and whining and the "we can do this" enthusiasm and spirit is gone. I must say, if I was going to put my wagon train together and get the pioneers with hardy souls and peace of mind in adventure and community sustainability, I know that I would start with who I didn't want on my trip!

The CSD, upon suspending the work on October 3, 2005 (without the States' review and approval as required by contract), immediately placed the CSD in violation and non-compliance with the CDP.
The CSD's subsequent actions (and there were many) destroyed all possibility of the CSD constructing any WWTP, or come into compliance with the issued CDP of the WWTP they were already obligated to build (Tri-W).

To name a few LONS of distiction, Ann and Ron and Linde and Julie and Keith and Piper and Ben and Margetson and Jeff and Al and Gwen and Hite can B&M all they want about whatever issue.
They can blame whomever they wish....and they will.

However, all their histrionics means nothing; especially to the decision-makers.

The Public's and Government LACK of support of these LONS tells the story....these folks own actions have transmogrified themselves (in the eyes of the Public and decision makers) into complete asses to be put out to pasture.

Nobody takes them seriously.

Nobody (outside this pitiful blog) gives them any notice.

In fact, I am wasting my precious time posting at all as real life is far more interesting then reacting to these strip-socked yahoos.

That is a weird thing to say. That is weird and creepy. You say creepy things that make no sense when people are pointing out facts about engineering and permitting. Are you drunk? Do you need a hug? Do you need attention? You portray yourself like a small child you says "mommy, mommy look at me...." and doesn't get the attention they need. Someone cares about you just not me and not the County sewer team or the BOS. You need to go get a hug from someone who loves you, because somebody must and then grow up and try to make some friends and get a job if you don't have one. Start to enjoy your life and I hope you are not my neighbor because I still think you are weird and creepy but understand that somebody must love you.

NO, Ron did NOT document that from the relevant document. Please go back to see where I have shown that in 2004, there was NO NEED to have the HCP completed. The old board DID have every right to start construction. You can't go by what is said in 2010 about events in 2005 which were bound by a 2004 CDP! They wrote a revisionist history in 2010. LOOK at the 2004 CDP. THAT is what is relevant to what occurred at the time.

Anyway, in case you had not heard, Bruce Gibson announced at yesterday's office hours that the USDA loan has been funded, the money is in the bank! One more step ahead on the sewer.

Ann, you are forgetting the collateral damage. The people who went through hell from the CDOs; the CSD's bankruptcy, which if you didn't know, is now back in court - it isn't over; and 7 or 8 years of no meaningful water conservation which has been and will continue to be badly damaging the aquifers (until the project's conservation measures start)- at least if you want to believe Wimer, Watson, Mrs. Taylor, Linde as to their assessment on the ongoing and accelerating damage.

I can also remind everyone that had there not been 15 lawsuits to delay the old gravity project, it would have cost $84.6 million in 2001. (Source: Sorrel Marks.)

I'll be very happy if $189 million morphs into $154 million - the half point decrease from 3.25% to 2.75% interest on the USDA loan will help. Now if people would just stop trying to CRASH the project, things would be much better. The CDP revocation hearing at the CCC is next month. Stunts like that damaging, misguided attempt by LOSG need to STOP.

Funding in place; permits lined up; the train on the tracks - chugga, chugga choo-choo; someone from the community, a dear sweet neighbor just looking out for "our" best interest will pull and 11th and a half hour zinger and try to stop it, delay it, try to steer it off the tracks. As I am on bended knee, praying for this to be over, begging under my breath for these LON's to please stop - they won't. My hope and prayer is that this time, this time, please, please can we please build the sewer this time?

I am not Lou and I am not Lynette. I am old, tired and poor. My life has been haunted by the visions of LONs marching, marching, marching for 40 years. New faces, new issues, old issues, same game. I hate what you have done to my community but I do not hate you because you do not understand what you have done to the community. I have had friends move away because of you. I have had friends die as time passes while you fight and wage war on the sewer. I hate your selfishness. I am tired of your childish antics. You are not a neighbor, you are not a friend, you are just you and you and yours together have waged a horrible, pointless war. No solutions offered. No care that I have had friends lose their homes already because of you. They lost their community because they lost faith that LO would ever be any different. Elitism you call it? We are not elite, we are tired, we cut coupons and drive old cars. We did save our money and plan for our futures and prepare to pass on to our children. What did you do? Your behaviors have eroded my will, my finances and my hope for LO ever being anything other than an embittered, pock marked community of self proclaimed activists whose behavior crosses the line much further into elitism than mine ever will or would. If you proclaim to fight until hell freezes over, I guess that's when you are too old too fight anymore. Is that the best use of your years on this earth? Is that the hope that you give to a brighter tomorrow? What kind of person fights a sewer until hell freezes over even when their neighbors beg them to stop, vote them to stop, pray them to stop their "life's blood, sweat and tears"? Whoever is doing the yuk-yuks, keep it up. These folks (i.e. the "old, tired and poor") play into the divisiveness of this community. Look, no matter what sewer comes in. No matter who's obstructing who and who's undermining what, the sewer will be expensive. The costs are still projected to be $200 or more a month. To blindly push for a sewer while diluting arguments down to how many people one can blame over something that happened around seven years ago is irresponsible. To blindly push for STEP and argue before the BOS ad nauseum over a project that's already permitted is nonsensical. Can't people be coherent enough to just shut up? Thanks.

You know Anon 11:45, I would say that between the two sides, one quietly blogging on blogs that maybe 15 people at best read—and this includes Ron—and those scolding the BOS at the weekly meetings—there is quite a difference. Here we are not taking up anyone's time who chooses not to be subjected to discussions of the Los Osos sewer. The Supes meeting are not all about or for Los Osos, yet those tilting at the same old sewer windmills think that the Supes have nothing else to do week after week but listen to the same old complaints. Who do you think has the bigger audience? A blog or the Supes? Hint: the Supes are on TV.

If you like visiting towns and cities of SLO county, try identifying yourself as living in Los Osos, you will be getting comments and laughs about living in the town with all those sewer nuts, and they sure don't mean us bloggers.

No one is "blindly pushing" for a sewer at this late date - I guess you don't live here to know that "pushing for a sewer" is ancient history. The sewer is a reality and moving along right on schedule.

How do you think people who have been badly damaged by this sewer delay, with its increased costs, play into the divisiveness in this community? You might need to go a lot farther than you have to explain that statement. Maybe you can suggest to Ron that he shut up over on his blog as that is where all of writing here started.

I think a lot of this blogging would be put to rest if Ron didn't write about ancient history and the Los Osos sewer speakers stopped going to the Supes. Also a move toward peace would be an admission from the Lisa board for their making such a huge mess of things. (An apology would be better, but that just might be too much to wish for.)

The huge difference between the Solutions Group and the Lisa board was that the former GOT what their mistakes were and then followed regulations and directions from the Water Board and the Coastal Commission to move ahead a permit-able project. The Lisa board on the other hand, just kept poking sticks in those agencies eyes right up to AB2701.

Haven't forgotten them at all. I maintain that NONE of that had to happen, at all.

The long statement that follows that opening quote from Anon 4:19 is fascinating to me because BOTH sides of the Sewer Wars could have written that passionate cri de coeur. EXACTLY the same claims . That's how polarized the issue has become for a small minority on either edge.

The Solutions Group's original lie is what set this train on a dangerous track and in so many ways, set what happened (what had to happen, given A linking to B)in stone. The Lisa Board, if you recall, repeatedly asked the Water Board for HELP. The Roger Briggs and the WB saw only pointy sticks in the eye. (Remember Pandora's "fine them out of existence" email. Add that to the false narrative the Board had about Los Osos ("they're all anti-sewer obstructionists," and you can see why they only saw pointy sticks instead of a community saying "Help us get a sewer-out-of-the-middle-of-town, please.") They had a choice which track to take -- Help the community move the sewer and keep the thing on track or prosecute and hinder in hopes of blackmailing the Tri W project back onto the table, all of which just made a big mess worse. Which is why, if we wish to return to being all kissey-kissey, what we actually need (and something Ron is piecing together) is a Truth and Reconciliation Hearing. (Or a novel, the size of War and Peace," titled "Sewer Wars and Pieces") that charts the chain-links from pre-1984 forward. As I have repeatedly argued, there were critical points along that chain where really bad decisions were made, many made on bad/incomplete information, spun information and downright, flat out lies. There were other points when regulatory agencies were asleep at the switch and/or lost their marbles and made things far worse.

And while we may think Los Osos is unique, it isn't. Look around you at large public works projects and you'll see the same mungles at work.(Morro Bay's going through it's wastewater-update travails and it's like they learned nothing from L.O.)

It's all history now, which Ron is busy tracking down, because it amuses him and it's certainly interesting. And what happens from this point forward will also become history. Let's hope it all goes well. If it doesn't then we'll be back at square one, squabbling over the fix. Same old. Same old.

The fact remains that no one says and writes more defamatory comments about community members under multiple identities than Lou and Lynette Tornafsky.

It's been well documented how they can't help themselves. Everyone in LO and now SLO knows who the Tornafsky's are by their lies, cowardice and hypocrisy. They've been kicked off of every website in SLO because of their vileness but just jack up another bogus identity and strike again. They are as sick a couple as it gets and the laughingstock of LO.

Fortunately these old dung beetles can't breed. Hopefully they'll eventually realize how unwelcome they are here and move their guano pile of hate somewhere where we never have to see their twisted faces again.

Yes, that is true, and the Water Board offered help too. The problem was, the Lisa board did not want to "give" anything themselves in the compromise. Remember $134 million was at stake. The Lisa board wanted to change not only the location of the plant but the collection technology as well. So to be sure that this is what the community REALLY, REALLY wanted, the Water Board asked the Lisa board to do a 218 vote. Which they should have done to show the Water Board the community's commitment to pay for this thing. Ironically, one big complaint that the Lisa board had was that the old board didn't do a 218 vote.

So now they have a chance to make it right and what do they do? They decline to do the 218 vote claiming they had no money. Yet they paid their attorneys hundreds of thousands and continued to do so when they decided to sue the Water Board for NOT getting the SRF money!

Sewer backers say thanks

This is an open letter to our San Luis Obispo County supervisors and the county Public Works Department.

We, the undersigned, who live in Los Osos, want to express our appreciation to you for your perseverance and hard work in getting Los Osos a sewer. We don’t often, if ever, speak before you, and we felt, in light of the continued negativity toward you and the project, that our viewpoint should also be heard.

We do not support the negativity from certain citizens who speak often before the board. They do not represent us. We do understand that this is an expensive project and that it is going to be challenging for some members of our community. We also recognize that the battle to get a sewer here has been going on for more than 30 years and that the problems are not going away. We are also satisfied that the technology that we have chosen will do the job and is not a threat to the environment as some claim.

When one looks on the right side of our Los Osos sewer saga there is not much to be proud of other than the fact that the smelly industrial plant will (probably) be downwind out of town. Something we could have learned had we looked at where the old farmers placed their outhouses.

In view of all the studies that have taken place since stopping the project (that have nothing to do with the pipe leading out of town), you have to ask yourself why we started the project without all this important information.

Now we are learning that in order to dewater deep enough to place gravity pipes along the bay, we will have to "guess" how much groundwater we will have to pump and take a much bigger "guess" of what to do with it all and prevent seawater intrusion into our upper aquifer.

Some "guess" it will take at least ten years of the acre feet of water that we presently use in one year just to install the pipes!

Hopefully, the construction crew will leave behind the pumps which we will surely need to maintain the collection systems in that entire area. Also, our CSD should probably have their crew standby & learn how to dewater to repair the pipes deep in the shifting sands.

Fogswamp. Yeah, there'll be a whole lot of engineering "guessing" going on and I'm sure some "oops" as construction gets underway. Depending on how the construction contracts are written, we'll see ow much of the "oops" will be eaten by the community and how much will be eaten by the contractors.

Everybody needs to keep their fingers crossed.

I love all the "guessing" comments. My "guess" is that I "guess" I really do not like the "guessing" being done by the local self proclaimed sewer aficionados. I "guess" that most of the time they don't know what they are talking about and really "guess" that mass destruction, geological devastation and migratory patterns of the (fill in blank here), and crimes against humanity will, and they "guess" will change the face and fate of LO in perpetuity. I "guess" they have no idea what they are talking about. Actually, I don't have to "guess" that! But I do know that many "guess" they know that septic tanks work on properties that are 25 feet wide and 100 feet deep because they "guess" that the RWQCB and every other agency has to "guess" that the research has shown that they "guess" that leach fields go bad and therefor to build a new leach field they need more space. I "guess" that just doesn't matter to them because they "guessed" they are right and EVERYONE else is wrong. I hope the engineers didn't "guess" on their PE licensing exams for the State of California because then I "guess" they none of them are qualified when they "guess" on their calculations that I "guess" could be modified to address slope. I "guess" that when Rene Descartes discovered the slope formula that has been used for over 400 years he really "guessed" us into a pickle! Too bad for us!

Re "guessing." There really is no such thing as "hard science." There is ALWAYS an element of . . . guess? hope? belief? received wisdom that may or may not be true? "facts" that un-become "facts" when new information comes into view. And etc. Bridges do not fail. Until they do. Sewer pipes never break. Until they do. Systems never fail. Until they do. The best we can do is to hope our "guesses" are right and our luck holds. And we're prepared for when things go "oops" so we can fix them without too much uproar.
