Supervisor Bruce Gibson had previously declared that “Prohibition Zone” homeowners would pay for San Luis Obispo County’s $200 million Los Osos Wastewater Project one way or another, and on December 14 he delivered on that promise – sticking them with the most expensive per capita sewer project – and now sewer bill – in U.S. history, to be built in an officially-declared “disadvantaged community” in the middle of the “Great Recession.”

Los Osos sustainability group is still talking about additional mitigations to Willow creek. Who has vetted those scientific findings?
Treating at the well head instead of a Sewer? Would it work? Somewhat. Unfortunately, not approved /approvable by any coastal commission.
Is the Sewer still unaffordable? ; YES. Is anyone other than the county doing something constructive about it?
It would have been great if a qualified citizens think tank had formed that could analyze the project, preferably individuals who had the experience to start from scratch, or at least review the initial inputs and basic assumptions (Inherited verbatim from Al Barrow & Gail).
It would also had helped if there was some responsible reporting on this, standard media or alternate.

Nor allowed by the RWQCB or Porter Cologne. BUT, here's an example of "skinning cats." IF anyone in either the regulatory/administrative/legislative branches had put cost of nitrate reduction (to the state allowed, which, right now, is still very close) at the top of the list and viewed this as a loading problem, and modified the regs, and allowed a variety of solutions to be used/considered (the old, let best technology rise to the top, eh, Paavo?) then, well-head de-nitrification along with other methods (partial STEP, vacuum/sealed pipe collection for low-lying areas, ag-exchange, recharge, on-site systems in outlying areas, a real septic maintenance district & etc. might have resulted in nitrate reduction in the upper aquifer to meet state standards at an overall lower price.) BUT, all of that would require a mind-set that put cost at the top of the list and allowed design/build form to have followed function.
In our case, we had a done deal masquerading as a clean evaluation Process -- fake from day one with price as no barrier.
We do have septic constituants in groundwater that would not clean out in denitrification.
I can see additional reasons why the county shied away from STEP (Historical, not just "Histrionics-Al", Orenco should had simply disconnected from him, and some other perceived risks). BTW -Among individuals who think STEP was possible for the county to have pursued at one time-Marshal O.
Injection wells - now there’s another regulatory slight of hand. Apparently if you say you are disposing of x amount of water you can do so. But heavens to Betsy don't announce that you are planning to reclaim it- even if you were approvable till that point, including maps of your planned production wells- they will shut you right down. Water; amazing stuff, it can carve through rock. Here in California, the only thing that can hold it back is bureaucratic paper.

Perhaps at this point in time the community should simply change the date, and enter our new Governor's name on the appeal letter dated June 11, '1997' from Stan, David & Gordon.
The format is all there, all we need to do is change amounts and location, etc. The 50%, If not more leaving town sounds about right, as well as nitrate levels may not change for 45 years, if at all.
The extent of fiscal stress caused in the community by the mandate cannot be determined any more precisely than the end cost of the mandate, which has changed dramatically since it was imposed. The consequences are no less real.
However, I doubt very much they will have any interest in updating their cost estimate and degree of fiscal stress of the mandate.

That's one of the most interesting aspects of this: Humpty-Dumptyism: When I use a word it means exactly what I say it shall mean, neither more nor less. Consider: "discharge" vs "recharge" One's a no-no, one's o.k. even though the water is the same water. Or consider "discharge" of septage from a septic tank: NO NO. "discharge" of clean water from a brand new septic tank: NO NO. The disconnect from reality is really stunning. Alice in Wonderland time.
And don't get me started on "leaky" septic tanks.
After all, if you plug up the outlet, it becomes a "Holding Tank". Leaching and leaking sound alike for a reason.

As I wrote to the CCC: The regulatory agencies have failed Los Osos, the public process has failed Los Osos. Now it's your turn again. They must have read that part because they did (but not the "how" most think).
At this point this project has more ornaments, flocking and flickering lights than O'l Tanenbaum.

I personally saw a memo from the State Water board requesting Steve Highland (of MWH) sit in on a meeting with them. This memo was to Blakeslee. Why?

He’s been following the projects and the paper trail and his analysis of the District’s financial problems is very different from what you imply.
According to Hubby, when the Shicker-Tacker-Sesena-Senet-Fouche board took over the District’s financial reports show between $3 to $4 MILLION on hand in the CSD accounts. The property owners had passed a 218 vote to secure over $20 MILLION in bond proceeds of which $19 MILLION worth had be sold. And finally the District had been approved for an SRF loan totaling over $150 MILLION and had deposited over $8 MILLION from the first State payments on that loan. (I believe Mr. Legros has explained this many times).
So please explain how $3 million “sunk” in the project dried up almost $30 MILLION in assets on hand and froze access to over $145 MILLION in approved SRF funds…in less than 12 months…forcing Shicker-Tacker-Sesena-Senet-Fouche board to declare bankruptcy.

No, I want to talk about stinky gravity sewers. Look at these recent spills, it happens again and again. The (MWH) pipes leak into Morro Bay's groundwater and it's much worse than our water with septic tanks. Way worse!!!
A bad idea, that Tri-W gravity project. And you and your recalled board broke the law by not having a 218 vote on the project.
And no, I won't defend the "Lisa" board. I can't.
I can only say that the project YOU started before the election was an illegal project because there was no 218 vote. The State Water board caused the financial ruin of the town because they wanted MWH and so much so that they chose to give out an illegal unsecured loan. Those SRF monies are mostly federal monies.

I need you to explain that a bit further. Retired banker hubby has been fascinated by the sheer per-capita size of the CSD bankruptcy as well as the complete failure of the Shicker-Tacker-Sesena-Senet-Fouche Board to serve the best interest of the community. He’s been following the projects and the paper trail and his analysis of the District’s financial problems is very different from what you imply.
According to Hubby, when the Shicker-Tacker-Sesena-Senet-Fouche board took over the District’s financial reports show between $3 to $4 MILLION on hand in the CSD accounts. The property owners had passed a 218 vote to secure over $20 MILLION in bond proceeds of which $19 MILLION worth had be sold. And finally the District had been approved for an SRF loan totaling over $150 MILLION and had deposited over $8 MILLION from the first State payments on that loan. (I believe Mr. Legros has explained this many times).
So please explain how $3 million “sunk” in the project dried up almost $30 MILLION in assets on hand and froze access to over $145 MILLION in approved SRF funds…in less than 12 months…forcing Shicker-Tacker-Sesena-Senet-Fouche board to declare bankruptcy.

What you seem to naively misunderstand, as Alon has pointed out, is that a newly elected board doesn’t start as if what previous boards have done doesn’t count. District documents show that when Shicker-Tacker-Sesena-Fouche took office the CSD accounts contained $3 to $4 MILLION. In addition, something over $2 million remaining from the property owners 218 bond proceeds was available for their use. And finally Shicker-Tacker-Sesena-Fouche had over $140 Million in an approved SRF loan available.

The project was illegal.
The first 218 was for purchase of the Tri-W land and for MWH's plans.

Finally we’ve come to the end of the discussion. You selfishly (and unwisely) are just fine polluting your drinking water and Morro Bay, and increasing salt water intrusion. You simply don’t want a sewer, could care less about protecting your drinking water, and don’t care about the health and safety of your neighbors or the environment. I’d be expecting a lump of coal if I were you.
If you were interested in more than just protecting your self interests, you would have found out that Morro Bay has a sewer that disposes the water in the ocean. So Morro Bay’s nitrate problem isn’t coming from their sewer. I wonder the source of nitrates in Morro Bay ground water might be…hmmm Morro Bay wells are in agricultural areas. You should have been thinking about cows and fertilizer continually flowing in with little or no flow out.
On the other hand, as Mr. Legros has discussed many times, Los Osos septic tanks that dispose into a DRINKING WATER source so polluted that you can no longer drink from it. What the nitrate level data show is that your basin has reached a level of equilibrium…but you’ll remember from high school chemistry (sorry, I’m assuming you went to high school), that equilibrium would be reached when the flow in is equal to the flow out. So what could that possibly mean in Los Osos? Well one of the District engineers explained that something like 300,000 gallons PER DAY of your preferred Los Osos septic discharge flows into Morro Bay! (Math Quiz: if 300,000 gallons of septic tank discharge reaches the bay every day, and a year equals 365 days for a total of 109,500,000 gallons per year, how many gallons of contamination has Los Osos septic tanks polluted Morro Bay with in 30 years?)
However, it is clear that you like peeing in your drinking water and you really don’t care about anything else but yourself. (What’s so Christian about that?). I see no further point in discussing ths with you further.

There has been significant evidence to support the theory that sewage from the City’s dilapidated infrastructure is a major factor in the contamination of the Morro Bay wells. (Even though the City staff deny that sewage is a factor.)
The Morro Bay collection pipes are cracked and leaking and are in very bad shape. There is video of the damage and also some homes have no laterals basically.
Also, you can not tell me that the Morro Bay sewer plant itself isn't contributing to bay pollution (let alone the runoff, people on boats, etc. there are dozens of polluters).
And, I'm one who bought my home after 83-13 -- the county sure didn't care about any septic tank pollution when over a thousand additional homes were built.
Shouldn't you be blaming the County?
P.S. You say that I don't want a sewer, just another lie from you -- I want the best sewer for the money and in the best location.
