Look, Mommy, It's The Market Based Yellow Brick Road.
Over at www.sewerwatch.blogspot.com, Ron Crawford has been busy connecting the dots. For those of you genuinely puzzled by the ongoing question that surrounds The Hideous Sewer Wars -- "What The Hell Happened To Los Osos? --I reccommend scanning his double-posting for a little trip down memory lane. Hip bone connected to the thigh bone.
Mommy, Mommy, the yellow bricks are such a pretty color, do let's go skipping down that tempting, wonderful path. Oh, look, deadly poppies. Can I have some?

How about another possibility, Mike ...
The combined behavior of both the Solutions Group and CCLO/LOTTF, both of which were willing to fight to the death to get their own way with our town wrecks Los Osos.
I would argue for this third version, but the truth is between the three extreme cases. However, we would all be better off if either of the two groups would have just never formed.
Ann, you're disingenuous at best saying Crawford writes to teach us "history lessons" anymore. I mean, why continue to write the same "history," about the same person, over and over and over again. That is helpful to you? It's like writing about WWII and just obsessively focusing on Hirohito and Tojo and completely ignoring the European theater. You just can't do that and be considered credible.
No, Crawford writes his hatchet jobs for the same reason Tacker and Schicker and company bankrupted the CSD. The same reason TW tried to dissolve the CSD. The same thing that motivates most of the sewer wonks in this community, on both sides of the issue. Good old fashioned revenge. Pay back. V is for vendetta. And Crawford is a one trick pony. But he's certainly not interested in helping Los Osos get beyond the past, support the county, and get a project built. Shouldn't that be the goal of everyone is Los Osos?
HIDE YOUR CHILDREN...
Why in the world should Ron try to save Los Osos?
He is a writer that lives in Santa Margarita fer cryin out loud (I know cause I just addressed the envelope)
Sure, us Los Osoans should focus and support the County process (IMHO) So why do you object to learning about how we got into this mess in the first place?
There should be a line in Kumbaya that goes something like this:
No more "cheaper" my lord, No more "faster" No more "Better" Kumbaya!
Mike,
I don't object to history ... but I do object to a one-sided presentation of historical facts designed to incite.
When Ron says that Los Osos can only heal once we all blame Pandora (well, he didn't say it, but darn close and if he visits here he'll say he agrees with that statement), he neglects every other aspect of what has created the problem.
The best lies are 100% truth with a few details left out intentionally.
Shark, fair enough, thats your opinion.
But tell me, where else can we read those historical facts?
I think I can wheedle out Ron's opinion, such as calling TriW "fatally flawed" from the real history he documents.
If someone wants to dispute his facts, let them show us the evidence.
Kind of like Richard's spread sheets.
Thank you Mike for that. I appreciate both you and Shark for continueing to help open the minds of some of us on the fence. I don't like the one-sided slams that the extremists have posted. I consider you two guys to be the best of all the posters out there.
Good point, Mike ...
But please remember that Ron's never ever ever said anything about the Recall candidates claim that they had a project ready to go that would only cost us $100 per month even while he's repeatedly told us that the $38.75 campaign promise of the Solutions Group was a lie.
It would be really nice of someone who was actually oriented toward journalism and muckraking would actually look into the whole history of the LOCSD. Until then we'll only get "reporting" from Ron who chooses the stories he wants to write on because those same stories make Pandora look bad. I'm sure if someone had enough of an obsession, lots off dirt could be found on various other players.
The question that one should ask is this ... is the impression one would get from reading Ron's work an accurate one and is it backed up by the facts and are there other, far more plausible theories that match those facts just as well. (I have trouble, for example, believing the claim that it is only Pandora's actions which have cost and extra $100M the actions of CASE, CCLO and Sanford have played a role also.)
Sharkey bubbled:
" It would be really nice of someone who was actually oriented toward journalism and muckraking would actually look into the whole history of the LOCSD.
I wonder what Michael Moor charges?
Unfortunately, I fear all we can afford is Fish Masters.
DRAW THE CURTAINS...!
12:30am and I can't sleep. Googled symptoms of stress and discovered I have 31 of the 40 listed symptoms. No one will ever be able to convince me that we (the 45) have been treated fairly. I wonder if I will ever again having that feeling that all is right with the world.......even for just a moment.
Please don't tell me who is at fault in this mess. It is the RWQCB who made the decision to isolate and persecute 45 individuals. It is the RWQCB who distroyed any faith we may have had in a fair and just government. It is the RWQCB who placed the responsibility for protecting and defending the town on the shoulders of 45 individuals. The burden has been tremendous.
You also have a persecution complex on top of your alcohol consumption. In the words of your goddess, "Get Over It"
There is also a sense of burden and stress for the rest of us in the PZ, in deed all of Los Osos! We allowed the CSD to halt construction of a legal sewer! But instead of whinning and wringing our hands, we are working WITH all government agencies to have a sewer designed and construction within a reasonable time frame. We are not perpetuating a hunt to find the most perfect sewer ever devised nor some magic location outside Los Osos. We are behind the County and just want a sewer.
Inlet sez:"

Uh, no Ron didn't say that. As for "blaming" Pandora, let me play Devils' Advocate here: "Blaming" Pandora for Market Based anything is like "blaming" a giraffe for being tall. Market Based advocacy is what Pandora of Pandora & Co does and does very well indeed. The problem that comes with this is two-fold: (1) It's dangerous when elected offcials fail to understand that Citizens are not customers to be manipulated into buying something. Market Based Whatever is a partisan activity intended to get someone to do a particular thing. It has its place in selling cereal or getting a vote. It becomes very troubling when it's being done by an elected offcial since the elected official is supposed to be non-partisan and deal only with all the facts, not one or two selected to get a particular result. You can see the results of treating citizens like cereal buyers in The Los Osos Sewer Mess and The Iraq Mess. (2)Being partisan, market based whatever is something private individuals can do that elected officials cannot and should not do. Sorta like electioneering: Ok. to do by private groups, a no-no if elected offcials (or government officials) engage in it.
Pandora's abilities at Market Based Whatever were a powerful tool in forming The Los Osos Sewer Saga, (framing The Story, the Narrative) and as such must be considered as part of the puzzle in trying to figure out what went so wrong and how and why.
As for telling the whole Los Osos Sewer Story, that would require a book about the size of Trenton, N.J. Get a hernia just trying to pick it up and a headache trying to read it.

I doubt you will ever again view the world the same. You have experienced what few citizens experience in their lifetimes: Unfair, likely illegal, incompetent, unchecked governmental power brought to bear on an individual (you) to set an example or coerce a community, while your fellow citizens sat idly by or accuse you (see above) of whining or being paranoid and/or being drunk. It's an ugly thing to live through and an even uglier thing to witness. And I am sorry any of The Los Osos 45 had to endure that. For the few who stood up to speak truth to power I have nothing but amazed and profound respect. You embodied the very best of what America is all about, what too many of our fellow citizens happily dismiss then throw away with both hands.
Ann, istead of patting the poor insomniac on the head and making it sound as if the few out of the 45 were some heroes standing up to government, give the the rest of the community some credit for enduring the stressful stituation created when the CSD halted the sewer! The few were not the only ones stressed out. We did not need the CSD stopping work before they thought about the consequences!
Anons 6:05 am, 7:45 am.
Both assholes. Stupid, self centered assholes.
Sorry Ann, I said it twice and mean it with conviction.
LOCK YOUR DOORS AND STAY AWAY FROM THE WINDOWS...!
To 12:57AM,
I do know exactly how you feel. I do know what the results of the stress will do.
What happened to life, liberty and the pursuit of happiness?
What happened to our government that we pay with our tax dollars (who should be protecting us rather than intentionally harming us?)
The residents/homeowners did nothing wrong. The county permitted septic tanks and built homes (now I hear so they could build a big sewer) but you and I know that the RWQCB's actions were nothing more than electioneering to make sure that big sewer was to be built (and now to insure the 218 passes.)
The RWQCB doesn't care one little bit about the mental and physical harm they heaped on the 45 and many others. You heard Jeffrey Young stating that he doesn't mind being called a terrorist. That says everything. If the RWQCB cared about water like they say, then how could they let the Morro Bay plant dump right into the ocean all this time and choose to focus on Los Osos instead?
"As for telling the whole Los Osos Sewer Story, that would require a book about the size of Trenton, N.J. Get a hernia just trying to pick it up and a headache trying to read it."
And once again, Ann sidesteps Shark's request that she address the errors and misdeeds of the post-recall board.
Imagine my surprise....
..."the yellow bricks are such a pretty color, do let's go skipping down that tempting, wonderful path. Oh, look, deadly poppies. Can I have some?"
Ann, that is so funny.
How's the line-drying coming along?
Thanks for the link.

Inlet:
"When Ron says that Los Osos can only heal once we all blame Pandora (well, he didn't say it, but darn close and if he visits here he'll say he agrees with that statement"
Wrong again, of course.
What I said was, "Los Osos will begin to heal the moment Nash-Karner apologizes for her Solution Group and Community Plan." And it'd also be very helpful if she were to say something like, "O.K. I screwed up, I sorry, but what can I do to help now that Tri-W is off the table."
However, instead, she does things like this:
In one of her e-mails to Briggs where she was setting up her "fine-out-of-existence" strategy, she says this in the subject line:
"Signing off + new group forming"(She's announcing the demise of Save the Dream after the recall election, and I'm assuming that new group was/is Taxpayers Watch. (Couldn't even take a breath between signing off on one shady private group, and forming another. Jeeze.)
Then she says:
"Our Dream was to:"
And from a list of "dreams," one of them is this:
"Create a community coalition to seek grants to reduce the wastewater project’s cost and to help residents on fixed incomes."
And then she says THIS:
"Since Save the Dream cannot move forward with our goals..."
Really? Can't "move forward" with a goal to "Create a community coalition to seek grants to reduce the wastewater project’s cost and to help residents on fixed incomes." Can't move forward with that "dream," huh?
Too bad, that'd be a lot of help to those residents on fixed incomes. I guess she's saying she'll only help out with that goal if Tri-W is built?
See, Shark. That's exactly what I'm talking about. That's not rowing with the majority of the community over the last three elections, it's rowing directly against it. If she, and I mean this, were to simply apologize, admit her mistakes, take an ounce of accountability, stop her behind-the-scenes meddling, and then start rowing in the same direction that everyone else these days knows is the right direction, THAT would instantly begin to heal Los Osos. No doubt about it.
Mike:
"I think I can wheedle out Ron's opinion, such as calling TriW "fatally flawed" from the real history he documents."
Ask Dr. Ruehr is he seconds my "opinion" on that one.

You know something, Shark, YOU smell a little "behavior based markety" to me.
Deliberate confusion is all you do, and deliberate confusion is a HUGE component of any good behavior based marketing strategy.
I never told anyone the "$38.75 campaign promise of the Solutions Group was a lie," what I reported was that there is a 1998 Solution Group newsletter, created by Nash-Karner, and then immediately saturated all over Los Osos, of course, that says "maximum monthly payment of $38.75."
Here's my question to you S., where's your equivalent document that supports this:
"the Recall candidates claim that they had a project ready to go that would only cost us $100 per month"
Where's that glossy newsletter? And was Los Osos saturated with it?
Inlet:
"we'll only get "reporting" from Ron who chooses the stories he wants to write on because those same stories make Pandora look bad."
Again, wrong. Like I wrote on my blog, her story is awesome. THAT's why I write about it. If her story makes her look bad, that's not on me. She's the one that comes up with, and then implements, her strategies. I just report on them.

That is exactly right. Pandora's actually very good at what she does, and if she were to keep it to the business side only, I'd have no problem whatsoever. In fact, good job. But when it comes to her marketing and things public, like money and votes, there are problems.
And I think that's a big reason why her story is so interesting, is that her marketing leaked in to the public sector, and the impacts have been spectacular. Remember, she was the #1 vote-getter in the initial CSD election, after being the marketing director for the Solution Group all through 1998. I mean, c'mon, how is that not intensely interesting?
"You can see the results of treating citizens like cereal buyers in The Los Osos Sewer Mess and The Iraq Mess."
The parallels are almost exact. Led in to a situation under false pretenses, and then, when everything goes south, because of those false pretenses, the elected powers that be do anything they can to obfuscate the failures and false pretenses, and in the meantime, a heck of a lot of public money is spent due to those false pretenses.

They don't. It appears, these days, they care about one thing, and one thing only: C.Y.A, which is why it's so terrible what they've done, and are doing to those 45 residents... just awful.
Ron,
I can't address lots of your misconceptions now, but here is the link to the document that shows the recall candidates claim of $100/month. This document was found at the (now defunct) website run by the recall campaign.
To 6:05am,
You are heartless.
We should be in search for "the most perfect sewer" because we can.
The (Tri-W) sewer that was stopped was because there was NO SECURE FUNDING. So, you should "get over it!" It was not legal, as you say.
On top of that, if we use step it could go in much, much faster than the big out-dated gravity system that you want.
So, if time is an important factor to you, you should consider step!
Why don't you try using some common sense and stop spouting misinformation.
The compassionate Ann states correctly:

4crapkiller opines:

Yup, this is what happens when government takes a strong hand in trying to inforce the law against polution law breakers. The CCRWQCB was more interested in punishment than coming together to stop polution. They are sworn to uphold the law. Thankfully they have come to their senses after some very stupid ploys. The punishment is still on the horizon.
"For the few who stood up to speak truth to power I have nothing but amazed and profound respect. You embodied the very best of what America is all about, what too many of our fellow citizens happily dismiss then throw away with both hands."
4Crapkiller opines:
What truth? Most of the 45 were duped weasels trying to wiggle out of the consequences of polution. "Not me, I am not a poluter, bad science, etc. etc. etc." They could have signed on early on to the fact that they were poluters and not fought and criticized the water board and staff with terrible invective.
It is not out of the blue that prosecution decended upon their heads. They were warned before the recall election of the consequences of stopping the sewer by the CCRWQCB. Electioneering?
Hardly.
Some actually chose not to fight and admitted the truth that they were poluters. They slept well. They actually understood the nature of responsibility for polution. These are my heros, not the weasels.
Perhaps ANN should look to the obstructionists that brought this sewer mess upon us with resulting insolvency. Those filing frivolous suits and the lies. I guess they are ANN's heros.
We all gonna pay for the obstruction, big time.
Shark:
Thanks for posting the infamous recall promises. And please excuse me now. I need to go shower.
Ron,
When you write "deliberate confusion is a HUGE component of any good behavior based marketing strategy" are you saying that you're now in the same business as our good buddy Pandora? Certainly your take on every aspect of this situation is chock-full-of-red-herrings and so oversimplifies the story that the casual reader would think that the actions of the post-recall board has had zero influence on our community while the pre-recall boardmembers acting from the shadows have called all the shots.
An accuate history would not overlook half of the players and half the events to date.
Crapkiller,
It's starting to look like you are either married to Paavo or employeed by the county to write on these blogs every day, all day. Which is it?
Please (since you write about it all the time) spell pollution right. It's hard to take you seriously when you can't spell the very words you write about over and over again.
You are an ass. I can spell that. You are a dreamer. I can spell that too. Why don't you take a day off?

UP FROM THE BOWELS OF YOR SEPTIC SYSTEM.....
I recall some many months ago somebody, most probably an anonymous somebody, warned us when 4CrapKiller began posting on this blog. It was something like a warning about 4CrapKiller's vile commentary on The Triv's boards moving on to Ann's blog. I took it - as with most comings and goings on this blog - as just one more little thing. Over the last few months I was even beginning to think that early warning was much ado about nothing. For while 4CrapKiller's perspectives were often contra to mine they were - at least generally - based is some appreciation and awareness of the situation and the dilemma we are in. They weren't overtly hostile. Nor ugly. And now this:

Gotta call 'em as I see 'em. 4CrapKiller is some kind of vile and haggard weird. Who, I would wager buckets of donuts, does not live in or anywhere near the PZ. You don't necessarily have to be a 45'er to appreciate their plight. But to call them deserving of their fate and 'weasels' begging out of 'poluting' (sic) is just too much. Considering they were chosen by draw, to claim they brought their own plight down upon themselves is ..... beyond words. No, it's simply studpid. S-T-U-P-I-D. 4CrapKiller's comments are spoken as only somebody on the sidelines with not a chance of getting into the game can speak. I can't wait for the karma kick-back if for no other reason than to save oodles of time for all the rest of us. What goes around comes around and the wheels they-are-a-spin'n ever faster.
Obstructionism - whatever you think of it and however you define it - is one thing. To wish ill upon your neighbor is quite another. Beware ill wishes, vile threats & disparaging comments submitted under the cloak of internet anonymity. God/Karma/Retribution is not fooled.
Sayeth Dog!
;-)
Well Dog, I wouldn't characterize Ann as "compassionate". Perhaps if she could point out just how the post recall CSD helped us ordinary citizens of the PZ. So far, all we've seen is a forcing the Water Board to do exactly what they said they would do if the sewer project were halted. It appears to have all been an exercise in obstructionism to satisfy some major egos. Was the whole purpose of "The Plan" to force some confortation with the Water Board to prove that a sewer would be too expensive for this small community? Just who will be paying for this exercise in freedom? Do you think it's possible some other group with an even better sewer "Plan" could begin launching another salvo of lawsuits to force the County to back out and march forward into another war of words with the State Water Board? There certainly is enough cheerleading going on between Ann and Ron to encourage another round in this never ending sewer war!
Anon > who will be paying for this exercise in freedom?
Exactly! My point is that the Los Osos 45 have paid a dear and very high price already. Everybody else including most of the commentors on this blog are many degrees of abstraction removed. Nobody, beyond the LO 45, has paid anything YET! Yeah, the piper will need to be paid sooner or later. No doubt. Presumably. Probably. But until then the only people out money and, more importantly, serious & legitimate angst are those who have had to stand before the kangaroo court and present their case rather than just chat about it in the comment section of a blog. So I just don't get where people get off blaming the unfortunate random-chance CDO'ers for their and our ills. There's a huge disconnect here. How can any CDO recipient - regardless how they pled their case - be held accountable for anything other than their specific itsy bitsy little case? They are mere tokens. The RWQCB has admitted as much. Tokens whose movement bear no meaning. They've been run through the ringer for what? And then somebody like 4CrapKiller calls them weasels trying to wiggle out of the consequences of 'polution'. Saying they should have admitted to being 'poluters' instead of protecting themselves as citizens of a county sanctioned community? If that is your definition of Citizen heaven help us all.
4CrapKiller again > They could have signed on early on to the fact that they were poluters and not fought and criticized the water board and staff with terrible invective.
Uh, and how would that have that changed anything? Can I presume 4CrapKiller has already signed and sent in her/his/it CAO? Really? Now that is proactive citizenship! Cool, good for you. (Although I remain doubtful. Would you be willing us to share with us? I'll accept your word for it.) But that doesn't change how your neighbors may choose to respond one nit. What about community do you not comprehend? Just because you admit to being a polluter doesn't mean that others must admit so. I don't believe I am polluting. Indeed I work extraordinarily hard to ensure I don't pollute. I'm not a Steve Paige but I aspire to be. And I can almost assure you I pollute less than .... you. So how would you have me plead before the great RWQCB? Do I throw myself onto their feet and ask their clemency? Or do I ask them to explain their rationale if not their science? Ooops, sorry, kangaroo courts are not accountable to anyone. For anything. Too bad. Go directly to jail, do not pass go, do not collect anything. < ugh >
At some point it is important to recognize the reality path from the blog path. Some people are experiencing serious existential anguish while we are chatting here on a blog. Big Difference! Reality TV and blogs are not reality. Courts are reality. Real money. Real angst. Real consequences. Get real!
PS -
OK, I must admit. Sayeth Dog is *PG-13's ugly other half. Is that allowed?
Thank you PG 13/Sayeth Dog.
Sayeth Dog is awesome! I knew it was you PG!
PG. lets see, is it OK for an anonymous poster to post anonymously?
Uh, sure, I guess if floats your boat to be Sayeth Dog, then go fer it!
(honestly, your writing style is so identifiable that the ruse was like a kiddie peek a boo game)
One thing that I'd like to point out is that your comment on the solitude of the "Doomed 45" isn't quite completely true, others stepped up and helped .
Though not as much support as some of them wished I'm sure , they were there. And some even payed.
Let's hear it for the same idiots who paraded their act in front of the TAC last evening!
Al Barrow showed once again his potential to to fly off the handle in public. He really is unbalanced and should not be allowed in any meetings on this sewer issue. One day he will shoot someone!
If those are representative of the "good citizens" of Los Osos, we all should be moving to South Dakota, the inmates are indeed running the zoo!
Please Ann, there are normal hard working people in this community who are disgusted by this neverending performance. We heard last night from some good folks who live outside the town, but even Gail suggested they were only NIMBY's who don't have any say in this mess.
I am so offended by the asses who don't know what the final projects will be and already they are going to vote against the 218. They aren't listening, but are already over-reacting to what they "think" will be the outcome.
Hopefully some of those who spoke last night will listen to you and will shut their mouths for awhile and let the County and the TAC do the tasks to get this developed to a point where we can make some intelligent decisions.
Anonymous sez:"Hopefully some of those who spoke last night will listen to you and will shut their mouths for awhile and let the County and the TAC do the tasks to get this developed to a point where we can make some intelligent decisions."
What's getting funny about this is some folks are crying FIRE! before the theatre has even been built yet. As for the folks who live out of the PZ, according to the TAC, the entire community, including outside the PZ and urban reserve line or whatever, will be part of the "Survey" (not "vote) on chosing which, what, where, etc. (After the 218 vote). All the folks outside the PZ need to get involved. The most serious problem here isn't nitrates, it's WATER and that will have a direct effect on EVERYONE in and out of the PZ. (Heard from folks on the, is it Golden West Water Co? service, their rates are going up and that doesn't even begin to include costs associated with recharging the aquifer. So, they have a direct stake in all of this even though they may live outside the PZ.) Please, folks, stop thinking Sewer and think WATER and suddenly things begin to look a whole lot different.
Thanks Ann, maybe some minds will open.
