Ooooo, Noooo, it’s Deja Voooooo

Poor Pismo Beach City Councilman Bill Rabenauldt. He’s suffering re-runs of the Hideous San Luis School Board and the Hideous pre-recall LOCSD.

In a story in the July 10 New Times “Rabenaldt muzzled, Take 2” Bill is complaining that the Board Majority is making it difficult for him to do much of anything as a city councilman. They’ve changed the rules so that it takes a majority of councilmen to place anything on future agendas. In the past, any Councilmember could request any agenda item be added. And the Board Majority has changed the council members comment time to the very end of the meeting, like midnight, when anything they say will be heard only by the mice still scurrying around in the back of the room – the public and press having long since departed.

Mr. Rabenauldt said, of the changes, “I’d sure like to be able to prove that there’s some kind of conspiracy.”

Naw, no conspiracy, Bill. Just business as usual for councils and boards in general. It’s part of the board dynamic – a majority soon forms and anyone who doesn’t go along soon finds themselves on the outs. If the Outie is a complete looney tune and starts wasting board/council time on a grand scale over nothing, he/she’ll soon find him/herself shut out completely (or censured, or recalled or unelected by angry voters)

Ah, but if the Outie starts spilling the beans or turning over rocks or bringing up unpleasant realities the Board Majority doesn’t want to hear or have discussed, then they begin maneuvering the Outie so far out that he/she’s effectively both muzzled and eliminated as an effective member. It’s Shut Up, Shut Down, Shut Out time.

And if you’re a bean-spiller or whistle blower, you can’t get critical items on the agenda, items the majority don’t want brought up, or aired out, when you have rules requiring that the majority only set agenda items. That’s the way lids are kept on things the public often really needs to know about. But won’t.

And the only thing an Outie can do is go to the press, or reach out to the public (newsletters, town-hall-type meetings, flyers,) to let them know what problems are there he/she feels are important but being ignored, and urge the public to show up to demand items be agendized, and, since that will fail since the Board Majority will lock arms and ignore the few people who do show up, the only thing left to do is start recall proceedings against the Board Majority (an extremely unpopular remedy, very, very, very difficult to do. SLO School District parents and citizens tried three times, got very close once, but were ultimately unsuccessfully. Recalls are one in a million since people hate them so. And recalls scare the Board Majority so that they clamp down even harder, thus hardening the battle lines and escalating all the original problems. By the time it gets to that, it’s a total no-win, with the voters the biggest losers.)

No, the truth is very few voters know or care when things start to go awry. If the issues being shut up aren’t important to them, they pay no attention. Rubber Stamp Board Majorities on the Hideous San Luis School Board under Superintendent Ed Denton resulted in the school district roaring off into a financial ditch – budget ruined, millions pounded into holes in the ground – despite huge efforts to stop the werck. And need I remind anyone what happened here in Los Osos? Yep, train wreck, more millions pounded into the ground even before the train left the track.

As Ted Turner said, a B movie. And just the way boards and councils can often end up. Especially if they have to deal with serious, controversial problems. And get out of the habit of following Mark Twain’s dictum to always tell the truth; it will astonish your friends and confound your enemies.

Transparency and honest in government at all levels prevents these kinds of Board divisions – wanna spill some beans? Go right ahead. Are there alternatives to look at? Let’s look. We gotta problem? Let’s turn the lights on. Was that a bad decision on Issue X? Yes, it sure was. Now, how can we avoid that in the future? And so forth.

Instead, too often, human nature dictates other behaviors that lead to Board Majorities locking themselves into place, arms joined, hips joined, jaws clamped with hands slapped firmly over their eyes, thumbs in ears, singing La La La La, I can’t heeeeear you . . . Until the wreckage makes so much noise everybody hears.

But then it’s too late.

Sigh.

O.K. , Wink, if you want to start recall proceedings against CSD Board members, you go right ahead. You'll find out just how much people like recall proceedings. You'll find out just how hard a recall is. It might enable you to understand just what an extraordinary thing it was that this community recalled your, Stan and Gordon. Absolutly astounding. That might lead you to think about just what it was that allowed the "astounding" to happen here. And so forth. It'll be an interesting experiment. Good luck.

It would be interesting...

...interesting only if enough liars could be found or imported to slant the issues, lie about costs, threaten and intimidate and have no qualms about sleeping around to finance their campaigne... but possibly this community has learned from past experience and is not willing to be fooled again...

The last recall didn't produce a sewer or any alternative, but did produce a bankruptcy... We will be paying for both the sewer and the bankruptcy for years to come...

Wasn't that recall just wonderful...???

According to the local chapter of the Sierra Club, you bet!

Here's what they write in their latest newsletter:

"Things are looking good for a Los Osos sewer; sooner rather than later, and better -- addressing both treatment and recycling -- than anything that was ever on the table over the long, long course of the sewer wars. After it’s done, we may find out that some things are worth waiting for."

No argument Ron... if something positive would have come from the recall.... However, the post recall board didn't give a damn about the community... I do hope that you Ron get to pay your fair share of the bankruptcy brought on solely by the vendictive Directors who only wanted to delay any sewer for as long as they could...

There certainly could have been some compromise, but given the egos and the lies spread to justify their failures as decision makers... They threw away any power to develop a sewer... They still are in denial of the financial damage they have done to this community...

As to Ron's quote from the Sierra Club newsletter, "After it’s done, we may find out that some things are worth waiting for," I don't see them stepping up to the plate to pay for the bankruptcy -- that is for us in the PZ to do. I don't see that as any sort of bonus prize for "waiting."

While it may look nice from the outside, it seems to me a callous and insensitive spin on a tragic situation. We don't really know what project will be chosen either. It may not be their preferred project. That quote is a bunch of specious blather.

Recycling the water back into the aquifer was part of the old project. Broderson appears to be part of any project put forth thus far. Purple pipe is not cost effective. Farmers may take years to buy into recycled water, if ever. They may never want to do in-lieu water trading. Spray fields throw water away.

Guess I'm not sure which parts of which proposals they are even referring to. Maybe they mean ponds out of town? Have they looked at that carbon footprint lately? Maybe they will address that in their next newsletter.

You're forgetting the appalling mistake of the previous Board to (1) start construction before the election and 2) file in court to try to stop the Measure B before the election. Those two things really did harm the community, big time. And they were both unnecessary. And are you forgetting the State Water Board'd "Hobson's Choice" conditions on the "compromise" (you remember, the "negotiations" that weren't "negotiations")that were such so that there could be no "compromise." The community was ready, the new Board was ready, then the pile on came.Also not necessary. Oh, and the breach of contact by the contractors & etc.

Are you sure those two events created the mess our District is currently in...???

Was the post recall Board ever ready with any Plan other than wishfully move the sewer to Bakersfield...???

Did the pre-recall Board have an approved and funded Plan....???

Did the pre-recall Board ever file for bankruptcy...???

Here's what I know to be true but not much fun at all. We need a Truth & Reconciliation Hearing to track just how and when this train's tracks started getting off course and who and why each particpant (and there are many, many particpants) contributed to the eventual train wreck. And what role, if any, did whistle-blowers play (or not) and who did what and why -- all laid out in a chronological order. Ron's doing a good job in outling certain sections of the story line. What's missing are the real reasons, the real failures, the real lack of oversights.

For one small example, we all need to go back to watch the taped CSD meeting (parts of which were shown at the ACL hearing) wherein Bruce Buel told the CSD Board they HAD to make a decision that night on the site used to dump the gazillions of gallons of discharge up on Broderson and the look of absolute dismay on Rose Bowker's face when she pointed out that the Board didn't have enough SCIENTIFIC/GEOLOGICAL information to make an informed decision, and Bruce concurred, but noted they had a deadline and had to do it anyway.

WHAT THE $*#&@&@ KIND OF SYSTEM IS THAT??? Site a bazillion gallon discharge field above homes even though you don't have sufficient information to be confident that decision was the right one because somebody (Roger Briggs?) had set an aribitrary deadline and if you missed the deadline you'd be fined? I ask again, WHAT THE $^$&@(*@)(@ KIND OF SYSTEM IS THAT?

Or where Coastal Commissioner Potter uses the words "Bait and switchy" in an official meeting the the other Board members didn't stop dead, swivel their heads and say, "Whaaaaaaa? What are you talking about?"

The list goes on and on. And on. From day one wherein the RWQCB made a "finding" of nitrates, drew up a "prohibiton zone" that to this day makes no scientific sense and passed Resolution 83-13 followed weirdly by 83-12 (I see everything backwards!)

Nope, we need immunity for all players followed by a Truth & Reconciliation Hearing. Ain't gonna happen because too many people are scrambling to CYA. But it sure would be interesting.

What kills me are these so called "environmentalists" going nutty with their need for the "perfect" sewer, meanwhile, a million gallons of liquid garbage is going into the ground each and every day. Pharmaceuticals and soap by-products (at least the ones they tested for - who knows what else is in there that they didn't test for) are found in the upper aquifer (yeah, right now the quantities are small - does anyone think that they will get smaller?) and a Poly professor got a grant to research as to why male fish are going female in the back bay. (Do I take hormone replacement drugs and pee the ground water via my septic tank - why, yes I do!) I see many obstructionists in environmentalist clothing - some who are unaware that they are such by their only looking at the surface of this issue or have been fooled by so-called "experts,"- and some who knowingly have stolen the mantra and mannerisms.

We might gripe as to how the County allowed this number of houses per acre with no sewer system - but unfortunately for the County staff of now - they are being paid back in spades for that blunder.

Broderson was never going to take the full load right from the get go as Ann portrays it here anyway.

Our gang of "egoviromentalists" were never looking for the perfect sewer, which were merely a series of diverse directions to further delay the process of actually selecting one of the nebulus of possible waste water systems. The only Plan was to delay and delay until any sewer anywhere would be too expensive for any homeowner. The thought process was that by delay, the State of Fed's would somehow have to fund some sewer and save the community.

Fortunatly the State did step in and short circuit the LOCSD. Now the County has the backing of the State and no matter how much the small circle of LOCSD followers cry and wring their hands, the County has the control and will produce a sewer, right, wrong or imperfect, it will be built... and we will have the privilage of paying for it! Personally I hope the bankruptcy will prove so costly, that the entire County will have to pay for it, and that means Ron and all his misguided cheerleading...!!!!

You missed the point. The point was, the deadlines set forced the CSD to make very questionable choices based on bad or incomplete information. The point was the &%*@#&*@& system created so many of the problems.

Richard, you failed to consider the basic premis: We need a truth and reconciliation hearing. Calling people "silly" doesn't get at the question of Just What Did Happen Here and WHY. In other words, we need a whole lot of 'splainin.

Ironically, didn't we just get flyers with little sticky notes asking us about STEP? Do the words, "Ripley Plan" ring a bell? The post recall CSD bought that plan, had it reviwed by Dr. T (who is supposed to be again on board with the county for a review) and that Plan went into the mix. If that plan comes in cheaper than Tri W and is environmentally better than Tri W, and is selected by the community, then I can only conclude that this "small circle of CSD followers" likely had a big hand in that happening.

Dear Ann, I wouldn't go patting myself on the back just yet...

There are some serious flaws in the Ripley Plan that some folks seem to gloss over... The County Engineers and consultants are well aware of the limitations as well as the strengths of the various systems... All realistic plans will require a considerable amount of street work...

Please don't get me wrong, I'm all for the least expensive, both in short and long run, realistic "Plan"... However, I don't for one minute believe the post-recall LOCSD had ANY plan...!!!! I do believe they are very guilty of stealing both dollars and time from this community...!!!
