Just like he did previously on you blog, Mr. Ochs again refers to Noel King, the previous County Public Works Director, stating in a BOS presentation in late 2006/early 2007 that the County would only consider a gravity collection system.
Again, this was because the BOS originally determined that would be their project approach. Subsequently, the BOS decided that time and resources would ber spent reviewing the STEP option.
Mr. King stated the County's posotion at the time he said that, and when the BOS changed their approach, so did the County staff.

Paavo himself stated early on that it would be "gravity" only.
The only "approach" change was to spend even more money (TRUE PUBLIC WASTE) -- what $7 million? -- for a big fat dog n' pony show to trick the community into believing that they would study alternatives and bring us a cost effective project.
Your Paavo is corrupt. He's had a tremendous conflict of interest, same goes for Gibson.

The County never changed their overall approach. Gravity collection was the preferred solution, but to be compliant with current laws and regulations (such as CEQA), they added STEP/STEG onto the the design-build process. As such, they did not allocate their time and resources reviewing only the STEP option. In fact, it was the opposite. The County spent a lot of time and resources in analyzing gravity collection more than any other viable alternative.
Paavo Ogren, himself, affirmed this history at Bruce Gibson's office hours on March 12th. He said to me, "I can understand why you would think it's a biased process -- it was. We really didn't change our project approach. It was a judgment call we made early on in the process."
So even Paavo disagrees with you.
Somehow a few folks got the silly idea that everyone in Los Osos was going to have a democratic vote as to what system and how said system would end up being constructed...
Now it seems the BOS and the County Engineering staff are doing what is legal and not being distracted by those who want every possible design, technology type and possible site outside "town" researched and re-research and then have some parade of "experts" again research and re-research the whole issue of whether Los Osos even needs a waste water treatment system...
We just might see the Tri-W site and WWTF restart and it will again, all be legal...!!!!
I would be suprised if the County hasn't already been preparing the defend and counter-sue should the few try to de-rail this project...

Last Thursday, Bruce Gibson told people that going back to Tri-W with the previous plan was "highly unlikely." He didn't remove the possibility entirely but he said chances of that happening are slim.
Actually, I don't think we'll see the main WWTF located there either, but I also wouldn't rule it out either...
The bigger issue is the abusive manner in which the few extremist voices in and around Los Osos have fought any water treatment... My opinion, as well as many like me, is just as viable as those same extremists... I vote and I pay property taxes in Los Osos... I'm tired of the same insulting individuals trying to act like they represent this community... I fully support Jim Gibson in any direction he wants to take the sewer issue... It is long past time to again re-invent the wheel...we did have a workable and legal plan, let's not let a handful of crazies attempt to derail this process this time around... If Gail, Ann, Chuck, Kieth, Julie and Al and the others don't like the way the sewer is going, then let them pack their bags and head to somewhere else...

I wouldn't be surprised if someone hasn't already been preparing the FOIA requests for all the money “spent by” and all the correspondence “to and from” the county about everything it has done in conjunction with “this” project.
Taking out a reverse mortgage to overpay for a sewer "solution" would not be a sound financial move, in this market.

I really don't want to see the CSD5 leave town...at least not before they stand before a judge and learn how much they have to repay this District CSD... Coming soon...and don't worry, there won't be an out of court settlement or any further delays...
