Yes, Child, That's Why They Say Surgeons Just Bury Their Mistakes.

Professor Ron Crawford, over at www.sewerwatch.blogspot.com has just connected the dots for all you folks wondering just why and how Los Osos (aka Sewerville) got into this mess. Read it and weep and ask yourself why The System isn't trying to right the wrongs, but instead has brought its full might and power down to ensure that the wrongs stay in place and the community pays the full price for The System's failure.

Gee, did we leave some sponges and clamps inside you that killed you? Oooo, my bad. Sorry. NEXT . . . .

Interesting article I read somewhere (The Trivial Tribune?) A Professor asked his whole class, "How many of you the don't trust or believe their government" the response was 100% I wonder how many Los Osos people would agree to that? We must have the poster child for " Bad Government". Maybe that should be our slogan "You think its bad where you live? HA!" Put it on a billboard on LOVR. At least we can prove our claim to the title, Thanks to Ron, This should be required reading for every voter in L.O. Mike Green

On the other hand it is still far from clear that the best "solution" to the problems the former CSD created would be to move the plant or lose the SRF by stopping construction.

Some would say "good, now that an out of town plant costs about the same as an in town plant, we will be able to move it more easily, the savings of TriW due to the SRF have been removed." I would say that to raise our monthly bills by $50, $70 or more was a mistake.

As the articles in this morning's paper point out, there will be no cost savings to move the plant. If there were going to be some, additional fines will swamp those gains. (flush-u should be sure to read the article and the the highlight box because it points out quite nicely that the "numbers" I have been giving are not ex rectum.) On top of that, there is high potential for lawsuits, finding some sort of endangered species at new plant site or even worse, having to cross a creek with sewer pipes. In fact, the uncertainties make it look like moving the plant will be even more expensive.

Again, this board wants citizens to have options (the option to vote for Measure B and screw us all, for example). I would suggest that this board should give the option to me and those of us who would prefer the fixed P&I costs of the TriW plant construction to allow us to choose the $205/month option. Those who support moving the project could agree to pay more ... or less ... depending on the results of the new board's actions. If they gave us homeowners the option to vote on this matter and if, say 80% would opt for the TriW cost structure, I would suggest that we simply build at TriW. Again, if they really want us to have a say, what are they afraid of?

I suspect that if the CSD vowed to fight Measure B in court and to promise to continue construction at TriW, the SWRCB would release funds immediately. No matter what this board has done in the past (Quoting from the accompanying story "Rukeyser said: 'I'll just say that it strains credibility to have the current board members try to distance themselves from Measure B.'") a clear statement that they intend to procede with TriW would likely get the SRF money back. After all, if this is a high priority need, we were ranked above all the other communities asking for the same funds. One brief oversight on the part of this board (voting to stop construction) due to some confusion over what actions the should take in reaction to Measure B shouldn't cause us to lose out entirely. (Contractually, they would have every right to pull the loan, but if their goals include water quality, the merit of Los Osos' needs should outweight one gaffe.)

If the board essentially admits it was mistaken in their efforts to move the plant out of town and that measure B was a mistake, the only costs to our community would be the $6M to pay off contractors for doing nothing. A $6M increase would be small compared to the other bad things that could happen if we don't take this action.

What would be keeping this board from making this choice? A false sense that they are obliged to follow every whim of those who supported them in the recall? An inability to admit they were wrong?

I can see no compelling reason that they should continue on this path toward financial ruin. The last board was bad enough, why make the problem worse?

Dear Inlet now says $6 million would be a small price to pay? Uh, in the report to the Costal Commission, buried in a couple of sentences, which, of course, were completely ignored by the CC, was the statement THEN, that moving the plant out of town would be a million cheaper or five million more expensive. When I mentioned that before, Dear Inlet felt that even five million was too much. Now, apparently, 6 millioin is a small price to pay? I would venture that had the Coastal Commission done its job, had the previous Board done their job, the homeowners in this community would have been better served, to the tune of pots of money.

Paying $6M extra and then adding the loss of the SRF would be a lot to move things out of town.

If we only pay $6M more but keep the SRF the price per month doesn't change all that much. I still think that even if the deal goes through on Nov 16 it seems pretty likely that we'll end up with TriW anyway because of all the uncertainty with this "new site".

Dear Inlet, If the Board votes on Nov 16 to accept The Deal or modifies it or whatever, then nobody knows at this point what we'll end up with. There are folks in this town who will move heaven and earth to make sure that we have a sewer plant in the middle of town. There are also folks who will move heaven and earth to make sure we have a sewer plant out of town. Then there's the majority who aren't married to either site, but are married to the best price and whether one offers more bang for the buck & etc. In other words, pragmatists who would have made a decision years ago had they been given honest figures on the two choices. That didn't happen and so how they're all stuck in a war that was and is totally unnecessary.
